The county council is the highest decision-making body in the wellbeing services county and it is responsible for its finances and operations. County councillors make decisions, within set boundary conditions, on legislation and funding regarding the organisation of social, health and emergency services in the South Savo Wellbeing Services County. Equality is a governing principle in the decisions made by county councillors. Decisions are not made on a municipal basis, but in such a way that they take into account the needs of all the residents in the South Savo Wellbeing Services County. 

In addition to the county council, the wellbeing services county also has a county executive and a county audit board. The county council is responsible for appointing the county executive and other institutions and for electing the chief executive of the wellbeing services county.  

The county council is elected in regional elections, which are organised at the same time as municipal elections. The term of office of the county council is four years.
