Wellbeing services counties are self-governing public bodies. The county council is the highest decision-making body in the wellbeing services county and it is responsible for its finances and operations.
Equality is a governing principle in the decisions made by county councillors. Decisions are not made on a municipal basis, but in such a way that they take into account the needs of all the residents in the South Savo Wellbeing Services County.
The county executive is responsible for preparing, implementing and monitoring the legality of the county council’s decisions. The county executive also manages the operations, administration and finances of the wellbeing services county.

The county council of the South Savo Wellbeing Services County has 59 members. During the present term, each municipality of the South Savo county has at least one councillor in the county council.
The county executive of the South Savo Wellbeing Services County has 13 members that are appointed by the county council. Each member has a personal deputy. The county council also elects a chairperson and two vice-chairpersons among the members of the county executive.
The structure of the administrative regulations of the South Savo Wellbeing Services County is essentially defined in section 95 of the Act on Wellbeing Services Counties. The administrative regulations define the management system, institutions and division of tasks and powers between different institutions. Institutions and office holders can delegate their authority specified in the administrative regulations to a third authority.
According to Section 89 of the Act on Wellbeing Services Counties, the trustee and office holder of the wellbeing services county must make a declaration of interest regarding their management duties and honorary positions in undertakings and other entities, any significant wealth and affiliations that may be considered important in relation to their public responsibilities and official duties.
